Portuguese AI startup Granter has raised €1.6 mn to expand its platform for identifying European public funding opportunities and automating grant applications, bringing its total funding to €2 mn.
The investment was led by 3XP Global through its Impact Innovation Fund, operating under the Venture Capital Programme of Portugal’s Capitalisation and Resilience Fund (FdCR), managed by state development bank Banco Português de Fomento.
- Granter secured €1.6 mn in a funding round led by 3XP Global, bringing its total funding to €2 mn.
- Its AI platform helps businesses identify grants, prepare applications and manage funded projects, with some tasks reduced from weeks to under an hour.
- Granter has supported more than 140 businesses in applications worth over €30 mn and plans to expand into Spain, Germany, Italy and the US.
Other investors included Celtis Venture Partners, Gateway Ventures, backed by investors from Austria and Germany, and US human resources technology company Deel.
Granter develops software that uses artificial intelligence to identify suitable public funding programmes, prepare applications and manage projects after funding has been approved.
Its primary customers are small and medium-sized enterprises (SMEs) and startups that lack the resources or specialist expertise to manage complex grant application procedures.
Granter uses AI to automate European grant applications
Applying for European public funding typically requires extensive documentation, compliance with administrative requirements and considerable preparation time. Smaller companies often rely on external consultants to manage the process.
Granter aims to reduce that workload by automating application preparation and helping businesses identify funding opportunities relevant to their projects.
The company recently relaunched its AI Grant Consultant with a conversational interface that allows users to work directly with an AI agent. The system supports grant discovery, application preparation and the management of approved projects.
Granter has also introduced a free trial, allowing businesses to begin preparing funding applications without an initial paid commitment.
According to the company, activities that previously took weeks and often required specialist consultants can now be completed in less than an hour.
Granter won PITCH, the startup competition at Web Summit, in November 2025. Since then, it has assisted more than 140 companies with applications for over €30 mn in public funding. Its customers include ANA Airports, MC Sonae, energy company Galp, the Portuguese Navy and insurer Fidelidade.

Today, thousands of companies with solid projects are left out of public funding, not for lack of merit, but because they do not have the time, the team or the knowledge to deal with complex, bureaucratic processes.
Bernardo Seixas, CEO and co-founder of Granter
“Granter exists to change that. Our technology removes that barrier and democratises access to public funding, putting it within reach of those who generate jobs, innovation and impact in their communities.”
Granter targets Spain, Germany and Italy for international expansion
Granter will use the new investment to develop its AI platform further, increase staffing and expand beyond its domestic market.
Portugal remains the company’s largest market, but Granter plans to establish a stronger commercial presence in Spain, Germany and Italy, where it already has investors and initial business relationships.
The startup also intends to enter the US market over the medium term. As part of its expansion strategy, Granter expects to more than double its workforce by the end of 2026.
The planned investment in technology and international operations follows the company’s initial commercial growth since its Web Summit competition victory, with its AI Grant Consultant positioned as the main product for helping businesses access public funding programmes.
